Home Information Packs including Energy Performance Certificates now required for properties of 3 or more bedrooms
Since 10th September 2007 packs are required for the sale of three bedroom properties and larger, with smaller properties being phased in as soon as sufficient energy assessors are fully qualified.

Until the end of this year, properties can be marketed as soon as a pack is commissioned, and as a temporary measure Energy Performance Certificates can be up to 12 months old when a property is put up for sale

A legal obligation for home sellers from 10th September 2007
On the 22nd May 2007 the government announced changes to its regulations on the controversial packs announcing their introduction as well as the final requirements of their contents.
A new requirement before selling
The new law (Part 5, Housing Act 2004 and The Home Information Pack Regulations 2006 and 2007) requires that all homes with three or more bedrooms put on the market with vacant possession from 10th September 2007 must have a Home Information Pack (or HIP) commissioned.
What effect will this have?
This means anyone in England and Wales wanting to sell their three (or more) bedroom home from 10th September will need to have commissioned a HIP before they can start advertising their home for sale.

If homeowners try to sell without commissioning a HIP they will commit a civil offence, and risk a £200 fine from a Trading Standards Officer.
What will the HIP cost?
Estimates for the cost of HIPs vary according to the size of the property, whether it’s freehold or leasehold, and exactly what the HIP is to contain. We can put you in touch with HIP providers, if you’d like an estimate.
Why?
The government hopes that making homeowners have HIPs prepared before their homes can be offered for sale will lead to a reduction in the time the conveyancing (the legal work involved in buying and selling) will take.
